On 27 June 2002, the Office of Telecommunications and Post Regulation (the URTiP) hosted a meeting on the liberalistation of the market for international telephone services. The President of the URTiP, Witold Graboś and Vice-President of the URTiP with responsibility for the telecommunications market, Henryk Beberok, met with representatives of business chambers operating in the Polish telecommunications market:

  • the Polish Chamber of IT and Telecommunications,
  • the Polish Chamber of Commerce for Electronics and Telecommunications, and
  • the Polish Chamber of Commerce for Telecommunications Construction.

They met to talk about necessary regulation and possible threats related to the liberalisation of international telephone services that will start in Poland from 1 January 2003. The President of the URTiP informed his interlocutors that there is a working team within the URTiP responsible for the liberalisation of the Polish market for international telephone services.

It was found that the following arrangements need to be made:

  • setting rules for notification to the President of the URTiP of the launch of activity by operators which have so far had telecommunications authorisations;
  • setting rules for carrier selection and pre-selection and for the assignment of international signal connection point;
  • setting conditions for interconnection and interconnection settlements for the provision of international services; and
  • setting rules for billing and invoicing subscribers for the telephone services made.

According to the President of the URTiP: The meeting with representatives of Polish telecommunications chambers has opened the discussion about the future of Polish telecommunications. It provided the opportunity to share views regarding the liberalisation of the market for international telephony and to present the steps that the telecommunications regulator has been taking in this respect. I hope that the group formed as a result of this meeting will allow us to exchange experience and consult the solutions that we are preparing.

Pursuant to Art. 135 of the Telecommunications Law, restrictions to the provision of international telephone services will expire after 31 December 2002. Thus, from 1 January 2003 the telecommunications market in Poland will be entirely liberalised.
