The President of the URTiP met with representatives of European regulators

Representatives of the British and Swedish regulatory authorities visited the Office of Telecommunications and Post Regulation (the URTiP) on 18 June 2002. The meeting was held within the framework of the PHARE 1999 project "Approximation of Polish Telecommunications and Postal Market Regulation to the Requirements of the EU Internal Market".

The participants of the meeting included:

  • Witold Graboś, President of the URTiP;
  • David Edmonds, Director General of Oftel (the British Office of Telecommunications);
  • Nils Gunnar Billinger, Director General of PTS (the Swedish Post and Telecoms Agency); and
  • Conrad Almeida, Director of the International Department of RA (the British Radiocommunications Agency).

They met to exchange experience in the field of regulation of the telecommunications and postal markets and to discuss convergence of new technologies in telecommunications. The following issues were also discussed:

  • effective market development and meeting customers' needs;
  • promotion of investment and competition;
  • assessment of activities carried out by a regulator;
  • role of regulators in the process of price shaping;
  • convergence of technologies in telecommunications, radio and television broadcasting and Internet (see example of the creation of Ofcom in the UK); and
  • future tasks related to the regulation of post.

Within the framework of the PHARE 1999 project "Approximation of Polish Telecommunications and Postal Market Regulation to the Requirements of the EU Internal Market" (PL99/IB/OT-03), the Polish telecommunications, radiocommunications and postal market regulation is being harmonised with the requirements of the European Union. The project includes two parts: twinning and investment. At the moment, the project is in the final stage of implementation.

The twinning part of the project has been implemented pursuant to the twinning covenant with Oftel and PTS, the British and Swedish NRAs (national regulatory authorities). The components of the twinning covenant include but are not limited to such issues as broadcasting, multimedia, interconnection, the URTiP's co-operation with other bodies and organisations, and promotion of competition in telecommunications. Originally, the twinning was supposed to finish by the end of June 2002, but its extension by the end of November 2002 is planned. By that time several final expert missions, seminars, training sessions are expected to be held, and a review of the actions completed and final adjustments are planned.

The investment part of the project consists in the preparation and the installation of an IT system for spectrum management. Monthly reports on progress made are prepared by the contractor, then approved by the URTiP and transferred to the CFCU (Central Finance and Contract Unit).

It includes also the cooperation within organizations of which UKE is a member, i.e. the International Telecommunications Union (ITU), the Body for European Regulators of Electronic Communications (BEREC) and the European Committee for Postal Regulation (CERP).
