Pursuant to the provisions of the Act of 1 March 2002 on the Modifications to the Structure and the Functioning of Central Units of the Government Administration and Subordinate Entities; and on Amendments to Certain Acts (Dz. U. Nr 25 poz. 253, 20.03.2002), on 31 March 2002, the President of the Office of Telecommunications Regulation (the URT President) will be dismissed. On 1 April 2002, the new President of the Office of Telecommunications and Post Regulation (the URTiP President) will be appointed to assume the URT President's responsibility.

From 1 April 2002, the URTiP President will take over all the tasks, duties and responsibilities that have so far rested within the competence of the URT President pursuant to provisions of law, in particular to the provisions of the Telecommunications Law. Any other provisions which currently refer to the URT President should be understood to refer to the URTiP President.

Any administrative proceedings with respect to the URT President which have not been terminated before 31 March 2002 are still pending with respect to the URTiP President. The authorisations and other decisions issued by the URT President remain valid until their expiry dates specified unless, pursuant to separate provisions, they shall be modified or expire earlier.

The URTiP President will take over all the receivables and liabilities of the URT in liquidation, including those related to loans and warranties, as well as the URT's contractual rights and liabilities.

The former URT organisational structure (i.e. the division into Departments, Bureaus and Regional Branches), as specified by the URT Statute, remains in force until the new URTiP Statute is adopted by means of an ordinance by the Ministry of Infrastructure. The existing addresses and telephone numbers of the former URT offices remain the same until they are changed by the URTiP President.

By the time the secondary legislation is adopted, pursuant to the powers amended by the Act mentioned at the beginning, the existing provisions remain in force unless they are in contradiction to the above-mentioned Act.

It includes also the cooperation within organizations of which UKE is a member, i.e. the International Telecommunications Union (ITU), the Body for European Regulators of Electronic Communications (BEREC) and the European Committee for Postal Regulation (CERP).
