On 5 July 2002, Witold Graboś, the President of the Office of Telecommunications and Post Regulation (URTiP), appointed a Team responsible for terrestrial digital broadcasting. The tasks of the Team include the development of technical characteristics for both general and specific plans of terrestrial digital radio and television networks. The Team will also prepare a strategy for a transition period.
The first stage of the work on the launch of terrestrial digital broadcasting will consist of the preparation of network plans and their international co-ordination. Further, it will be necessary to develop a strategy for the transition period, which is the period when both analogue and digital broadcasting will be used. The next important task will consist of the creation of the target plan for the use of that part of the spectrum by such number of digital networks that is necessary from the point of view of broadcasters.
The work carried out by the Team will result in the preparation of detailed technical characteristics for the implementation of plans developed during the three above-mentioned stages.
In many countries (such as the UK, Finland, Sweden, Spain for instance) new terrestrial digital radio and television broadcasting has already been launched. According to Witold Graboś, the President of URTiP: In Poland as well, there are technical opportunities for the launch of such kind of broadcasting, but this requires preparations and co-ordination.
