Telecommunications security – technical guidance on the security measures

The President of the Office of Electronic Communications, recognizing her role in promoting effective measures increasing security and integrity of telecommunications network and services applied by providers, publishes the Technical guidance on the security measures in Article 13a, Version 2.0, October 2014, developed by technical experts from the European Union Agency for Network and Information Security (ENISA).

The guidelines include a list of 25 essential security objectives grouped in 7 areas. For each security objective, the security measures that may be implemented by providers/entrepreneurs in order to achieve the appropriate level of security have been indicated. The measures are grouped at 3 levels of increasing complexity. The types of evidence, which may also be taken into account by an auditor during the evaluation whether the security measures are used, have also been presented.

The document contains technical guidelines for the efficient risk assessment of the provided services and implementation of appropriate security measures. It may be used by service providers as a model for self-assessment and audit as well as guidelines or reflection of the international network and information security standards applied in the electronic communications industry.

    International activity of the President of UKE consists of, inter alia, cooperation with the European Commission, other EU institutions and Regulatory Authorities of EU Member State. It includes also the cooperation within organizations of which UKE is a member, i.e. the International Telecommunications Union (ITU), the Body for European Regulators of Electronic Communications (BEREC) and the European Committee for Postal Regulation (CERP).
