Technical plan of digital radio T-DAB network

The Office of Telecommunications and Post Regulation is in the process of preparing digitalization of the electronic media in Poland. In July 2002, the President of URTiP formed a project team for digital terrestrial broadcasting. The aim of the team is to elaborate technological basis for launching terrestrial audio and video broadcasting in digital systems DVB-T, T-DAB and DRM.

The first stage of works was finalized in May 2003 when two variants of digital television network DVB-T (Digital Video Broadcasting – Terrestrial) were presented. The second stage consisted in analysis of technical conditions for roll-out of T-DAB network (Terrestrial – Digital Audio Broadcasting network). The third stage of the works will be preparation of the technical terms to the initiation of digital radio DRM (Digital Radio Mondiale) in the long and medium waves. Results of the second and third stage of the works carried out by the team will contribute to the comprehensive concept of digital radio development in Poland.

The report on possibility of launching digital radio T-DAB in Poland, which will replace ultra-short waves radio in the future, was presented for the first time at the conference “Digital Radio: Current Situation, Chances, and Prospects”, organized by Polish Radio S.A. on 20 January. The report was prepared by the team for terrestrial digital broadcasting, which was created by the President of the Office of Telecommunications and Post Regulation.

T-DAB system (Terrestrial-Digital Audio Broadcasting) provides high quality reception of the radio programs and additional services (text and graphics) with the fixed, portable and mobile (installed in cars) receivers. The system ensures that lower-power transmitters provide larger range of transmission and resistance against interferences. Multiplexing of several programs in one channel and creation of single frequency networks enable frequency spectrum to be utilized in a more effective way.

The project team of URTiP analyzed needs of radio broadcasters, available frequency spectrum resources and international arrangements. As a result the team presented draft project of creating three country-wide networks in so called band III (174-230 MHz) and two networks in the band L (1452-1492 MHz). Homogeneous utilization of each network (solely nationwide channels in three networks, only regional channels in one network and solely local channels in one network) enables broadcasting 18 nationwide channels, 96 regional channels, and almost 300 local channels, with very high quality.

However, the precondition for rolling out T-DAB digital radio network in so called band III is termination of this scope of transmission in the analogue television channels as soon as possible.  Ministry of Infrastructure is preparing a governmental strategy of transition from analogue audio and video transmission to the digital one in Poland.

Final report from the second stage of the works carried out by the project team for terrestrial digital audio broadcasting, which includes technical possibilities of launching T-DAB in Poland, will be published in the URTiP bulletin.
