On 18 July the President of URTiP announced the invitation to submit requests for the reservation of frequencies designated for the wireless subscriber access in the fixed telecommunication networks. The invitation was the effect of works conducted by URTiP on the increase in the access to modern telecommunications services, not only to the telephony but also to the data transmission, especially in economically underdeveloped areas with insufficient telecommunications infrastructure. In response to the invitation till the end 2003, 28 requests for the 2, 8 GHz band were submitted. The demand has many times exceeded the available resources and the President of URTiP took a decision to conduct the tender.
After publishing on 18 February 2004 the communication about the tender, 4 offers were submitted to the Office. Each of the tenderers applied for the reservation of 4 duplex 3,5 MHz channels within the 3,6-3,8 GHz frequency range on the territory of the entire country. Yet during the first assessment of the submitted documentation the company INNOVA CAPITAL Sp. z o.o. withdrew its offer from the tender. For further assessment the Tendering Commission classified 3 offers.
Next, the assessment of offers covered: the tenderer’s qualifications as regards the telecommunication activity, economic and financial viability of the tenderer, technical and economic value of the offer and the amount of a declared one-off fee for making the frequency reservation.
As a result of the tendering procedure the Commission ranked the offers in the following order:
The offers were ranked according to the total number of points granted by the Commission for subsequent criteria and the number of points for a declared amount of a one-off fee for the frequency reservation.
The President of URTiP will make a decision on the reservation of frequencies subject to the procedure, taking account of the order of offers as established in the tendering procedure.
