The objective of evaluation described in the report was to establish whether Poczta Polska S.A. complies with legal requirements concerning the end-to-end delivery time of postal items in domestic traffic, which fall under obligation to provide universal services. 

 

Pursuant to Article 178 (2) of the Postal Law Act of 23 November 2012 (Journal of Laws of 2012, item 1529 as amended), during 3 years following the entry into force of that act, the requirements for compliance with the routing time indicators for postal items defined in the provisions issued under Article 47 point 1, i.e. in the Ordinance of the Minister of Administration and Digitization of 29 April 2013 on the conditions for the exercise of universal postal services by the designated operator (Journal  of Laws of 2013 item 545), shall not apply to Poczta Polska S.A. At the same time, the routing time indicators for postal items obtained by Poczta Polska S.A. in 2015 may not be lower than those for 2012.

1 "D" means the date of contract for the provision of a postal service, "n" is the number of days that have elapsed from the date of posting to the date of delivery (excluding public holidays and Saturdays).
2 The share of the number of postal items delivered within a specified period calculated from the date of posting to the date of delivery (number of postal items delivered within and before a specific date) in the total number of delivered postal items, expressed as a percentage.
3 Indicator for end-to-end delivery time set out in Appendix 1 to the Ordinance of the Minister of Administration and Digitization of 29 April 2013 on the conditions for the exercise of universal postal services by the designated operator (Journal of Laws of 2013, item 545).


The results of evaluation indicate that the indicators for end-to-end delivery time of postal parcels have yet again got better - they are higher in comparison with the indicators obtained by Poczta Polska S.A. in 2012.  They are also higher than the end-to-end delivery time indicators set out in the ordinance.

On the other hand, indicators for end-to-end delivery time of both economy and priority unrecorded letter items are lower than those obtained by the designated operator in 2012. However, it should be noted that indicators for end-to-end delivery time obtained for:
  • priority letter items marked as D+2 (delivered two days after posting),
  • priority letter items marked as D+3 (delivered three days after posting),
  • economy letter items marked as D+5 (delivered five days after posting),
are higher than those set out in the ordinance.

The conduct of each evaluation and its results were subject to audit conducted by an independent research institute (National Institute of Telecommunications - National Research Institute). The conclusions of the audit proved that the evaluation carried out in 2015 was prepared and conducted in accordance with the applicable standards.

The President of UKE, fulfilling the obligation to carry out evaluation of the end-to-end delivery time of postal items obtained in a given year with respect to the universal service in domestic traffic by the designated operator, stipulated in the provisions of the Act of 23 November 2012 on Postal Law (Journal of 2012, item 1529 as amended), entrusted the carrying out of the evaluation of the end-to-end delivery time of unrecorded letter items to an entity specialised in conducting  market research. The evaluation of the end-to-end delivery time of postal parcels was carried out on the basis of IT system for postal parcel tracking used by Poczta Polska S.A.
