The President of the Office of Electronic Communications presents a report summarising the current state of Regional Broadband Network (RBN) projects.
Pursuant to the European Commission's decisions concerning State aid issued for particular projects of the Regional Broadband Networks (RBN), and according to the Regional Operational Programmes, Operational Programme Development of Eastern Poland and the contracts for project financing, public aid beneficiaries are obliged to ensure open, transparent and non-discriminatory access to RBN to the operators of access networks. This obligation was implemented into the Polish law under Article 27 of the Act of 7 May 2010 on supporting the development of telecommunications services and networks (i.e. Journal of Laws of 2015, item 880, as amended) (Mega-law), and the President of UKE is the competent body to ensure correct implementation of this obligation.
Regulatory activities undertaken by the President of UKE as regards ensuring access to RBN consist in approving, monitoring and verifying conditions of access to BRN, and resolving disputes between operators concerning RBN access.
Following the President of UKE's approval of draft charges applied by all RBN Infrastructure Operators (IO), the President of UKE presents a report describing the current state of RBN projects.
So far, the President of UKE has issued opinions approving charges applied by IO for 11 projects. The President of UKE supports RBN operations by actively participating in branch conferences and presenting the RBN operational model and possibilities to use RBN by other telecommunications undertakings.
