Postal debate

On December 18, two weeks before significant changes are introduced into the Polish postal market, the President of the Office of Electronic Communications (UKE) organised a postal debate. Experts and representatives of the postal industry, participating in the debate, discussed the liberalization of the postal market and regulatory solutions contained in the amendment to the Postal Law Act.

Support of UKE for emergency services

The President of the Office of Electronic Communications (UKE) in consultation with the Police Headquarters, State Fire Service Headquarters and provincial units of Medical Rescue Services, provided a solution enabling dispatchers of emergency services to obtain faster and more direct information about the location of a caller (telephone) who is in need of help. The solution is based on using Location and Information Platform of UKE (PLI-CBD).

Results of inspections on DTT Set-Top Boxes

The Office of Electronic Communications (UKE) has inspected set-top boxes for digital terrestrial television (DTT), commercially available in the Polish market. The inspections revealed that only six types of set-top boxes did not meet standards for electromagnetic compatibility.

Lower MTRs for mobile networks

The President of the Office of Electronic Communications (UKE) has defined new regulatory obligations and Mobile Termination Rates (MTRs) for seven mobile operators. From 1 January 2013, reduced MTRs will be obligatory in settlements between the operators.

The President signed an amendment to the Telecommunications Act

On December 10, the President of Poland Bronisław Komorowski signed an amendment to the Telecommunications Act adjusting the Polish law to EU regulations. The new rules will come into force 30 days after their publication in the Official Journal.

Meeting with the President of ICANN

The Polish delegation at WCIT-12, was one of the few that has been invited to the bilateral talks with the President of ICANN Mr. Fadi Chehade, who repeatedly stated, that he sees Poland as a European leader in the development of free Internet.

Joint efforts of UKE, TVP and EmiTel result in no problems with receiving DTT signal

Measurements and analyses carried out by the Office of Electronic Communications in relation to the conditions of DTT reception were valuable both for the public broadcaster and for the technical operator (EmiTel). UKE, TVP and EmiTel using the results of measurements, prepared a package of measures to facilitate the distribution of DTT signal even in areas regarded as potentially difficult in terms of normal reception.

Declaration on cooperation with the Ukrainian regulator

Ukrainian delegation from the National Commission for the State Regulation of Communications and Informatization with its President Mr. Petro Yatsuk paid the visit to Poland at the invitation of the President of the Office of Electronic Communications. During the visit, on 20 November 2012, the Parties signed a declaration of cooperation between the regulators of electronic communications markets in Poland and Ukraine.

Million losses due to infrastructure thefts

It is estimated that approximately PLN 100 million losses are incurred annually by railway, telecommunications and power industries due to the increasing rate of theft and devastation of their infrastructure. The actual loss to the economy and society is much higher.

First analogue TV transmitters switched off

Today at 4:15 am analogue terrestrial TV transmitters were switched off for the first time in Poland in Zielona Góra and Żagań. Residents of Lubuskie Province switched completely to the reception of terrestrial TV in digital DVB-T system. We present coverage of this event.

The President of UKE imposed a fine of PLN 1.5 million on Telekomunikacja Novum S.A. for requiring subscribers to pay inflated and unsubstantiated penalties for early termination of the agreement.

Memorandum on improvement of the quality of telecommunications services

On 26 October, at the initiative of the President of UKE Magdalena Gaj, a Memorandum on cooperation aimed at improving the quality of services available in the telecommunications market was signed. List of bidders in the tender for live 1800 MHz Frequency licences

Six companies submitted their bids in the tender procedure announced by the President of the Office of Electronic Communications on 20 August 2012 for five 1800 MHz frequency reservations designed to provide mobile telecommunications services in the entire country.

Results of measurements of digital terrestrial television signal

More than 98% of the locations tested have no problem receiving signal from digital multiplexes - as results from the measurements verifying the possibility to receive digital terrestrial television signal conducted by the Office of Electronic Communications (UKE) in seven provinces.
