Poland in the UPU Council of Administration

The 25th Congress of the Universal Postal Union (UPU), which took place from 24 September to 15 October in the capital city of Qatar - Doha, brought together more than 2,200 delegates from around the world. Poland was appointed to the UPU Council of Administration - one of the two most important executive bodies of the Union.

 

The Congress was attended by the Polish delegation led by Mrs. Małgorzata Olszewska, Under-Secretary of State in the Ministry of Administration and Digitisation. The Polish delegation included representatives of the Ministry of Administration and Digitisation, the Ministry of Foreign Affairs, the Office of Electronic Communications and Poczta Polska S.A.

The head of the delegation of the Office of Electronic Communications was Lidia Kozłowska - Deputy President of UKE, who held discussions and consultations with the delegates of other countries, seeking support for Poland in the elections to the executive bodies of the UPU, participated in sessions of executive committees and plenary meetings, worked with the Ministry of Administration and Digitisation, the Foreign Ministry and Poczta Polska S.A. to develop a common Polish position on key issues and voting on amendments to UPU legislation.

President Kozłowska met, among others, with Bishar A. Hussein from Kenya and Pascal Clivaz from Switzerland - candidates for the position of Director General of the UPU and his deputy.

UPU Congress

The Congress is the supreme body of the Universal Postal Union (UPU) and is held every four years. The tasks of the Congress are primarily legislative in nature - they consist in the revision and updating of the rules on mail exchange in international trade on the basis of proposals submitted by the Member States. No less important is the analysis and evaluation of the postal market and setting directions for its further development. So the delegates decide on the future of the postal sector on a global scale.

During the Congress the Union authorities - Director General and his Deputy, members of the Council of Administration and the Postal Operations Council are also elected, the budget is approved and a work program is established.

The 25th Congress of the UPU, held under the message "A new world, a new strategy", adopted a new strategy of the Union for the years 2013-2016, a roadmap for the postal sector for the near future. It sets out key objectives, including tailored action plans. The adoption of a new terminal dues system that would reflect the actual costs associated with the service and delivery of incoming international mail is still under discussion.

On October 10, during the morning session, the Congress selected new authorities. The position of Director General of the UPU, for a 4-year term, was taken by Bishar A. Hussein from Kenya (in the photo with President Kozłowska), and Pascal Clivaz from Switzerland was appointed Deputy Director-General.

Also on October 10, Poland was appointed to the UPU Council of Administration - one of the two most important executive bodies of the Union. It is worth noting that the UPU brings together 192 countries and the Council of Administration includes only 41 of them. Qatar - as the host of the Congress, automatically takes Presidency of the Council.

The Council of Administration ensures continuity of the Union between congresses, supervises its structure and performs ongoing analysis of regulatory, legal and administrative issues. In addition, the Council is engaged in accounting, approves the budget and verifies UPU strategy.
