NBF Conference: „From regional networks to access networks”

The tenth Conference of the National Broadband Forum organised as part of the information and consulting meetings of the SIPS (Information System on Broadband Infrastructure and the Broadband Poland portal) project was held on 18 November.

 

The meeting was opened by Lidia Kozłowska, the Deputy President of the Office of Electronic Communications who, in connection with the jubilee edition of the conference, gave a short summary of the infrastructure and telecommunications services’ inventory process. At the same time she pointed out that the number of entities that take part in the inventory grows every year, while the quality of data improves.

The activities of the Office of Electronic Communications aimed at ensuring effective cooperation between the operators in the scope of access to the Regional Broadband Networks were presented during the conference. President Kozłowska indicated that the main goal of the UKE activities is to cover the white spots with modern telecommunications networks, and that the challenges accompanying this activity are first of all connected with ensuring that it is profitable and the existing competition is not disturbed.

The agenda of the conference contained presentations by experts, representatives of the Office of Electronic Communications (Agnieszka Gładysz, Department of Strategy and Telecommunications Market Analysis; Marek Ostanek, Deputy Director of the Department of Infrastructure Development; Leszek Drozd, Department of Wholesale Telecommunications Market), Ministry of Administration and Digitization (Justyna Romanowska, Deputy Director of the Department of Telecommunicartion) and University of Warsaw (Dominik Batorski, PhD). Apart from presenting the reference offer and the model for calculating fees for the Regional Broadband Networks, the statements concerned i.a. telecommunications infrastructure mapping and European examples in this area, identification of main demand sources for the broadband services and the Operational Programme Digital Poland for the years 2014-2020.

The meeting ended with a debate titled “Market expectations as regards the cooperation between Regional Broadband Networks and access networks”, that summed up all the presentations, with the participation of Jarosław Starczewski – Executive Director in charge of Carriers Market at Orange Polska S.A.; Piotr Więckiewicz, representative of the National Chamber of Ethernet Communication; Krzysztof Kacprowicz – President of the Board of ZPMEiT Mediakom; Paweł Fecko – President of the Board of Operator WSS and Józef Kot – member of the Board of Polish Chamber of Electronic Communication.
