The President of the Office of Electronic Communications (UKE) monitors developments in tariffs for the provision of mobile services to the customers as well as consumer preferences regarding the tariffs offered by domestic mobile operators. The analysis of mobile tariffs in Poland is an element of this monitoring process.
This analysis aims at presenting developments in tariffs for basic mobile services within the period from 2005 until 2007 for different customer profiles, in the networks of domestic operators, and at comparing the domestic tariffs with those offered by the operators in other EU Member States.
The analysis was carried out in the domestic and international aspect.
In domestic aspect, the tariffs offered by domestic mobile operators were presented covering the average tariffs for voice calls, SMS, MMS and data transmission for post-paid clients, business customers and pre-paid clients.
In international aspect, the basket prices for post-paid and pre-paid customers as well as for post-paid and pre-paid jointly were presented. The prices of baskets for Poland and selected 18 EU countries were compared.
In addition, user preferences were included, regarding the tariffs / costs of mobile services in Poland.
Main conclusions from the analysis:
The average mobile prices offered by domestic mobile operators were characterised by a substantial drop within the period from 2005 to 2007. With respect to tariffs offered by the Polish operators compared to operators from other EU Member States, Poland witnessed one of the most significant drops in tariffs within the period from 2005 to 2007 for the post-paid basket (36%) as well as for the post-paid and pre-paid jointly (36%). Thanks to that, the baskets for Poland ranked second for post-paid and third for post-paid and pre-paid jointly in the benchmarks picturing the dynamics of tariff drops in the selected 19 EU Member States.
For the pre-paid basket the fall in prices amounted to 10% and Poland ranked fifteenth among the 19 benchmarked EU countries.
Consumer preferences did not change within the period from 2005 to 2007. The price continues to have priority upon choosing a mobile offer. Most consumers are not inclined to pay year by year higher bills for mobile services (71.04 PLN on average in 2007).
