The Polish delegation at WCIT-12, was one of the few that has been invited to the bilateral talks with the President of ICANN Mr. Fadi Chehade, who repeatedly stated, that he sees Poland as a European leader in the development of free Internet.
The meeting with representatives of the ICANN (Internet Corporation for Assigned Names and Numbers) was attended by Magdalena Gaj - the President of UKE and Małgorzata Olszewska - Undersecretary of State in the Ministry of Administration and Digitization (MAiC).
Mr. Fadi Chehade, President of ICANN, presented the principles of operation, organisational structure and activity forms of ICANN adopted after recent changes, in order to achieve full transparency in Internet management. He stressed how important for him is the voice of the community and awareness of individual countries. Therefore, for ICANN it is very important to focus on public consultations with all groups interested in the management and development of the Internet.
As an example, Mr. Chehade indicated Brazil, where an independent committee for supporting the management of the Internet has been established, including representatives of Internet users, business entities, science and state authorities. As he pointed out, such an approach gives a sense that everybody has an influence on decision-making processes related to the Internet, and nothing is hidden from societies.
President of the Office of Electronic Communications presented how the management of the Internet is implemented in Poland and stressed its independence from political factors or any other particular interests. She pointed out that Poland is one of the countries, which has entrusted the management of the Internet to academics from the day of connecting the country to the global network (1991). Until today this task has been successfully implemented by the Research and Academic Computer Network (NASK).
She also stressed the role of NASK in managing the national register of domain names in Poland (those with ".pl" ending), its activities as a member of the Council of European National Top-Level Domain Registries and a pioneer of safe DNS in Poland.
Mr. Fadi Chehade, the President of ICANN, stated that the Internet is one of the binders of the modern world and it needs further development, therefore he hoped that Poland would support this process by its actions, becoming a leader in Europe. He hoped that this leadership could be achieved by establishing entities such as "Internet Council", full cooperation of all interested environments followed by distribution of this knowledge and experience to other countries. Mr. Chehade has declared full support of ICANN for this process, and readiness for providing Polish experts with training and workshops. He underlined that he had a very good experience with Polish engineers, regarding them as the best experts, and he hoped that they could be involved in the work of ICANN units.
The delegation, relating to the Polish position during WCIT-12 (World Conference on International Telecommunications), stressed that the Internet is now the most extensive and the best tool to maintain freedom and civil rights in democratic countries, but what is particularly important, unrestricted flow of information on the Internet may help to distribute uncensored ideas and knowledge in countries where this was impossible in the past.
