Frequency reservation for the TETRA system

As a result of the implementation of one of the points of the agreement concluded between the Minister of State Defence and the President of URTiP, a sufficient number of radio channels were freed in the 420 MHz band. Thanks to that, on 22 September 2003 the President of URTiP announced the invitation to submit requests for the reservation of frequencies designated for a digital system operating in the TETRA  standard. The available frequency resources enable commercial operators to build in Poland a digital radio trunking network both of national and regional or local coverage.

In response to the invitation 8 requests for the TETRA system were submitted to the Office (the President of URTiP reserves frequencies for the commercial TETRA system, as opposed to the governmental TETRA-Emergency). The demand slightly exceeded the available frequency resources, which meant that the tendering procedure was necessary. After informing the applicants on the current situation, one of them modified its request so that it became possible to assign frequencies without the tender.

On 21 April 2004 the President of URTiP issued decisions on the frequency reservations for radiocommunication networks in the TETRA standard for the following companies:

  • METRO-BIP Spółka z o.o. with its seat in Gdańsk  – 12 radio channels for the Warsaw area;
  • Miejskie Przedsiębiorstwo Komunikacyjne Spółka z o.o.  - 8 channels for Wrocław;
  • INOVA Centrum Innowacji Technicznych Spółka z o.o. - 8 channels for Polkowice, Legnica, Lubin and Głogowo;
  • CONSORTIA Spółka z o.o. with its seat in Warsaw– 2 channels for Warsaw, Kraków, Katowice and Wrocław;
  • AKSEL-NET Spółka z o.o. with its seat in Rybnik – 7 channels for Warsaw, Poznań, Katowice, Gliwice, Kraków, Wrocław, Łódź, Białystok and Rzeszów;
  • Zakład Komunikacji Miejskiej from Gdańsk – 4 channels for Gdańsk.

Out of two companies requesting the channel reservation for country-wide trunking networks, one withdrew its request and the other requested a later reservation due to ongoing changes in the company’s property structure.

In the current situation free frequency channels are still available for the construction of radiocommunication networks in the TETRA standard. The subsequent reservation requests in the 420 MHz range that will be submitted to the Office will be considered by the President of URTiP on regular basis until the frequency resources are exhausted.
