Between 13 August and 7 September 2007 employees of the Office of Electronic Communications inspected how mobile providers implemented the provisions on retail charges for regulated roaming calls and on transparency of information on retail charges derived from Article 4 and Article 6 (3) of the Regulation (EC) No 717/2007 of the European Parliament and of the Council of 27 June 2007 on roaming on public mobile telephone networks within the Community and amending Directive 2002/21/EC (OJ L 171, p. 32 and further).
The following mobile providers were inspected:
The provisions of the Regulation introduced maximum charges for roaming calls throughout the European Union at wholesale and retail levels. At retail level customers should have been offered a Eurotariff which may not exceed EUR 0.49 (excluding VAT) per minute for each call made or EUR 0.24 (excluding VAT) per minute for each call received while abroad.
The Regulation also obliged mobile operators to offer a Eurotariff to all their customers by 30 July 2007 and customers who had opted for it and made their choice known to an operator should have been switched to the Eurotariff by 30 August 2007 at the latest.
The results of an inspection carried out by UKE show that all inspected mobile providers informed their customers of the intention to introduce a Eurotariff well in advance, in addition to the possibility to opt for one of the new roaming tariffs, and launched the Eurotariff by 30 August 2007.
