E-services platform of the Office of Electronic Communications

A modified request for co-financing the implementation of the project called "Construction of the e-services platform of the Office of Electronic Communications", submitted to the Implementing Authority for European Programmes on 29 March 2012, has met the criteria on the form and substance, defined for the 7th priority axis of the Innovative Economy Operational Programme.

On 27 April 2012, a co-financing agreement, concluded between the Implementing Authority for European Programmes and the Office of Electronic Communications, was signed. The subject of the agreement is granting by the Implementing Authority for European Programmes of public funds subsidy for the implementation of the project called "Construction of the e-services platform of the Office of Electronic Communications" No POIG.07.01.00-00-030/11 within the 7th priority axis of the Innovative Economy Operational Programme.

Project background information

The Office of Electronic Communications is implementing a project "Construction of the e-services platform of the Office of Electronic Communications" helping the Office to adjust to the requirements of a modern, electronic economy and to changes in the law, which introduce an obligation to deal with applications filed by the public electronically. Undertakings and consumers nationwide will gain remote, fast and convenient administrative service in the scope of the Office's competences thanks to this project. The project offers equal opportunities to companies and citizens from remote, neglected and rural areas including the disabled as well as from other EU member states and worldwide without any discrimination. Availability of forms, applications and sample electronic documents in EU working languages means equal opportunities to undertakings from other EU states.

Goal of the project

The project will enable undertakings and consumers of telecommunications and postal services, including users of radio and TV devices and other equipment susceptible to electromagnetic interference, to use online services. They will be able to benefit from online consumer advice and to participate online in settlements of disputes with operators.

Full service entailing submission of applications and reports, circulation of documents (including administrative decisions) and the ability to view a case status without the need to visit the Office in person will be ensured by the project. Various transaction and information services ultimately corresponding to the full range of the Office's competences (regulation of telecommunications and postal market in Poland, supervision of the market of products released for circulation in Poland, spectrum management, elimination of interferences, coordination of actions to develop broadband Internet) will be ensured by the electronic service platform. The project will enable undertakings to remotely fulfil their reporting obligation. The project will also contain a Business Intelligence module to support the decision-making process in UKE and to seek information necessary in this regard as well as a module responsible for integration of internal information technology systems which support the President of the Office in performance of his/her statutory duties.

The project will ultimately contribute to the increased use of information and communications technologies by the public administration and citizens which will improve Poland's position in EU as far as ICT application is concerned.

The concept

A complex system will be constructed to support all phases of admitting, filing and processing of electronic documents and to ensure automatic and secure admitting and processing of related technical and economic data. Ultimately, the system will have the following functions:

  • admitting applications, complaints and reports in an electronic format;
  • automatic tracing of case status and keeping applicants informed of the case status automatically;
  • making the documents available automatically (in the scope of public information);
  • automatic provision of public information;
  • implementation of processes to increase competitiveness of telecommunications and postal service markets by faster and easier entry of entities into the Polish market and by settling disputes between operators and operators and consumers via the electronic platform of e-services;
  • implementation of processes to exchange technical and coordination data in the area of radiocommunications and spectrum management;
  • implementation of processes to exchange economic data with the purpose of telecommunications and postal market analysis;
  • issuance of decisions, permits and certificates in the electronic format;
  • implementation of processes associated with the Act to support the development of telecommunications services and networks, including project data collection, issuance of opinions and administrative decisions, the register of local government units performing activities in the area of telecommunications.

The system will also allow for an extended scope of documents being submitted to the Office and being issued by the Office in the electronic format. The following are foreseen to be included:

  • applications to release public information, applications to be added to the register of telecommunications undertakings, applications to be added to the register of postal undertakings, applications to issue a radio permit, application to conduct mediation with a telecommunications or postal operator, reporting forms of telecommunications and postal operators, applications to assign or alter the numbering of telephone networks;
  • radio permits, certificates of being included in the register of telecommunications undertakings, postal undertakings and the register of locals government units performing activities in the area of telecommunications, release of public information, decisions assigning numbering to telephone networks, regulatory decisions of the telecommunications services market, decisions and current correspondence with consumers and operators (mediations, complaints), information on local government units performing activities in the area of telecommunications; information on telecommunications infrastructure, public telecommunications networks and buildings allowing for collocation.

Implementation of the Business Intelligence System will allow for storage of information on which Office's regulatory activities are based and their search in Office's information and communications systems, in available resources of other institutions (including central and local government administration) and in Internet (external information). The Business Intelligence System should enable entry, management and storage of information in the electronic format so that it can be used effectively by Office's organizational units in their current actions.

Beneficiaries

Project target group consists of multiple entities:

  • entities intending to launch telecommunications or postal activities;
  • telecommunications entities, including mobile or fixed telephony operators;
  • Internet providers;
  • cable TV operators;
  • postal operators and courier companies;
  • radio broadcasters and entities holding radio permits;
  • producers, importers and vendors of electric and electronic devices;
  • consumers of telecommunications and postal services, including the disabled;
  • end users of radio and TV equipment and other devices which are prone to electromagnetic interferences;
  • non-professional users of spectrum like radio amateurs;
  • operators of on-board communication stations in the maritime and aeronautical service;
  • local government units benefiting from support in telecommunications investment.

The size of the target group is confirmed by the data gathered in, amongst other, official registers kept by the Office of Electronic Communications. As of the end of 2009, there were 6785 undertakings registered in the register of telecommunications undertakings and 210 entities in the postal register while in the entire 2009 the Office issued over 23000 decisions for  various entities using radio devices (according to the data in the annual report of the President of UKE in 2009, presented to the Minister of Infrastructure). A considerable part of the project target group are consumers of telecommunications and postal services. The number of mobile telephony users was 41 million while the number of subscriber lines belonging to Telekomunikacja Polska SA 10396 thousand. Assuming that only one in ten phone holders decides to settle their dispute with an operator through a complaint or mediation or to seek consumer advice in UKE, the target group will amount to 5 million entities. The consumers of postal services are virtually all citizens, on the other hand. The report on the postal market in 2009 states that Poczta Polska alone, the public operator, provided almost 2.3 billion postal services (universal services, contract and express services) while non public operators provided (in Poland and abroad) the total of almost 3.2 billion postal services (correspondence items, promotional items, parcels and non-address forms).

The number of radio amateurs is currently 12821 whereas the number of radio operators in the maritime service is around 15000 and 7000 in the aeronautical service. As far as the market for electric and electronic devices is concerned, which is being analyzed by UKE to determine its compatibility with EMC and RTTE directives, in 2009 there were 3526 inspections of above-mentioned devices conducted. Their results will be available online to all producers, importers and vendors of electric and electronic equipment via the e-services platform.

The request for co-financing the implementation of "The e-service platform of the Office of Electronic Communications" project submitted to the Implementing Authority for European Programmes on 7 March 2011, has met the criteria defined for the 7th priority axis and subsequently received a positive opinion on the substance. Currently the Office of Electronic Communications is waiting for the co-financing agreement to be signed.
