On 19 April 2006, the Minister of Transport and Construction Jerzy Polaczek appointed Krzysztof Dyl to the position of the Deputy President of the Office of Electronic Communications with responsibility for telecommunications and postal issues.
Krzysztof Dyl has been linked with communications administration throughout his professional life. A telecommunications engineer by education, he started his career in the Ministry of Communications, then he worked in the Office of Telecommunications and in the Office of Telecommunications and Post Regulation. Until his appointment Krzysztof Dyl was an acting deputy director of the Department of Wholesale Electronic Communications Market in the Office of Electronic Communications.
The appointment of the Deputy President of UKE from amongst employees with sound factual knowledge reflects the Minister’s deep concern for professional background of UKE management necessary for the performance of regulatory tasks in which the Polish administration is lagging.
The Minister Jerzy Polaczek, while handing over the nomination, expressed his hope that Krzysztof Dyl will continue to implement the “Regulatory Strategy for the period 2006-2007” aimed at promoting competition and significant reduction in prices for telecommunications services for the subscribers.
