Declaration on cooperation with the Ukrainian regulator

Ukrainian delegation from the National Commission for the State Regulation of Communications and Informatization with its President Mr. Petro Yatsuk paid the visit to Poland at the invitation of the President of the Office of Electronic Communications. During the visit, on 20 November 2012, the Parties signed a declaration of cooperation between the regulators of electronic communications markets in Poland and Ukraine.

 

The Declaration on cooperation between the President of UKE and the Ukrainian National Commission for the State Regulation of Communications and Informatization in the field of regulation of communications, was signed for 5 years with the possibility of its extension, and its main purpose is to ensure the development of cooperation in the regulation of electronic communications and information technology. The President of UKE, Magdalena Gaj and Petro Yatsuk declared their willingness to cooperate and implement joint initiatives as well as exchange information and experience between national regulatory authorities of Poland and Ukraine.

- This important event will help to strengthen mutual partnership and will support the development of the electronic communications sector in Poland and Ukraine. We have gained good experience in our current cooperation with the Ukrainian regulator -said the President of UKE, Magdalena Gaj.

During a meeting in the UKE headquarters in Warsaw, the two sides discussed the issue of further cooperation and participation in joint events in the international forum. Poland will share with Ukraine its experience also in the field of frequency management, including the on-going process of transition from analogue to digital terrestrial TV (DVB-T).

So far, in 2012 UKE experts paid a visit to Ukraine, during which they discussed issues of digitisation of the Office and the rules of interconnection agreements. In addition, at the end of November, a group of UKE experts conducted a workshop for the personnel of the Ukrainian regulator, devoted to market analyses of: leased lines (wholesale and retail market), infrastructure (in particular - leasing cable ducts), broadband Internet access and wholesale broadband access services.

In 2013, the cooperation of regulatory offices in Poland and Ukraine will focus on mutual consultations and exchange of information on strategies and mechanisms for active cooperation in joint projects in the area of communications and information technology regulation. These will be supported by visits of experts and specialists from both countries.
