Announcement of the auction results

The President of the UKE decided on 19 reservations auction of frequencies in the 800 and 2600 MHz.

 

The President of the Office of Electronic Communications has settled the auction for 19 general exclusive frequency licences in the following bands: 791-796 MHz and 832-837 MHz, 796-801 MHz and 837-842 MHz, 801-806 MHz and 842-847 MHz, 806-811 MHz and 847-852 MHz, 811-816 MHz and 852-857 MHz, 2500-2505 MHz and 2620-2625 MHz, 2505-2510 MHz and 2625-2630 MHz, 2510-2515 MHz and 2630-2635 MHz, 2515-2520 MHz and 2635-2640 MHz, 2520-2525 MHz and 2640-2645 MHz, 2525-2530 MHz and 2645-2650 MHz, 2530-2535 MHz and 2650-2655 MHz, 2535-2540 MHz and 2655-2660 MHz, 2540-2545 MHz and 2660-2665 MHz, 2545-2550 MHz and 2665-2670 MHz, 2550-2555 MHz and 2670-2675 MHz, 2555-2560 MHz and 2675-2680 MHz, 2560-2565 MHz and 2680-2685 MHz, 2565-2570 MHz and 2685-2690 MHz, each on the territory of the entire country, allocated for the provision of telecommunications services in the mobile or fixed radiocommunication service, hereinafter referred to as "the auction".

The today's announcement of the results of the auction for 19 general exclusive frequency licences in the 800 and 2600 MHz bands is another milestone in the building of high-speed wireless Internet in Poland. We are all aware that it is an important tool to strengthen competition, enhance consumer choice and network access in the rural areas, and other areas where the roll-out of wired broadband Internet is difficult or economically unprofitable.
It is also substantially important that, due to the features of the sold frequency bands and investment obligations imposed by the President of UKE, for the first time in history less urbanized areas would also be covered with high-speed data transmission services to such an extent, which will mean a next step in eliminating digital exclusion and building information-based society.

The final distribution of frequency blocks among the auction participants is, in the assessment of the President of UKE, very effective and guarantees further development of competitiveness, which shall result in customer’s satisfaction - emphasised Magdalena Gaj, the President of UKE.

On 10 October 2014 the President of UKE announced the auction.  The subject of the auction was 19 general exclusive frequency licences.

Each general exclusive frequency licence is intended for the provision of telecommunications services in the mobile or fixed service on the territory of the entire country, and authorises to use the frequencies over a period of 15 years following the day of delivery of the decision concerning the general exclusive frequency licence.

The initial bids under the announced auction for 19 general exclusive frequency licences were submitted by the following entities:

1. Orange Polska S.A.
2. P4 Sp. z o.o.
3. Hubb Investments Sp. z o.o.
4. T-Mobile Polska S.A.
5. Polkomtel Sp. z o.o.
6. Netnet Sp. z o.o.


All of the above-mentioned entities that submitted the initial bids were qualified to the 2nd stage of the auction.

The 2nd stage of the auction covered the evaluation of bids regarding the criterion of the level of the amount declared by the Auction Participant.

The results of the auction have been published in the attached files (in Polish only).


Entities selected in the auction have 7 days from the date of the announcement of the auction results to submit to the President of UKE a request for granting a general exclusive frequency licence.

Assignment of the abstract frequency blocks to specific general exclusive frequency licences (assignment of frequency ranges) will be done by the President of UKE in the licensing proceedings carried out  after the finalisation of the auction, separately for each of the 19 general exclusive frequency licences.

The assignment of particular general exclusive frequency licences will be done by the President of UKE in the course of administrative proceedings, taking into account the principle of effective spectrum usage and optimal frequency management as a priority. The President of UKE will grant the general exclusive frequency licences taking account of requests from entities selected in the auction, in particular referring to the assignment of specific frequency ranges in a way ensuring that radio channels of a given entity are adjacent.
