Amended price list of universal service of Poczta Polska S.A.
The Office of Electronic Communications considered a proposal to amend the universal service price list submitted on December 2, 2016 by Poczta Polska.

 

The draft amendments1 presented by Poczta Polska S.A. was examined for compliance with the provisions of the Postal Law Act. The Act states that universal services must be provided at affordable prices2 and the charges must be set in a transparent and non-discriminatory manner3 and reflect the costs of providing the service4.
 
Guided by the protection of interests of postal service users: the need to ensure the availability and continuity of services throughout the country at uniform prices and on comparable conditions, the safety of postal items and frequency of service, the conditions of the postal market and the social and economic situation in Poczta Polska were also taken into consideration.

The analysis did not give rise5 to any objections to the whole or part of the draft amendments to the current price list. The changes may enter into force as planned by Poczta Polska, i.e. as of February 1, 2017.

This decision was necessary due to the difficult market situation: falling demand for traditional mail, increasing cost of the universal service and increased demands of users. Meanwhile, according to the 3rd Postal Directive, a Member State is obliged to ensure the provision of universal services and specify the manner of financing in case these services generate a net cost.

The amendments to the price list are correlated with the need to maintain the financial soundness of the company and an increase in the lowest salaries for the operational employees to a level ensuring the smooth operation of the designated operator's network.

The new price list will make it possible to obtain funds for investment in infrastructure and resources necessary for the implementation of universal service obligations. In addition to improving the quality of service, the implementation of innovative solutions in the field of logistics and computerisation of processes will be possible.
